Mark Liversedge d2a8951c93 Downgrade to GPL-V2 License ...

.. there are too many incompatibilities between the
   V3 license and other codebases we wish to work with
   that are based upon the GPL-V2 license.

.. this downgrade is to ensure we are compatible and
   can align with contributions from other parties in
   the future.

.. a notification will be sent to the mailing list to
   inform all users.
